The meditate command is usable only by monks. While in combat with monsters, it 
allows a monk to find an inner stillness, increasing his endurance. This can be done
once every 40 seconds. When outside of combat, a monk meditates to find peace 
in his inner self and a general balance with the universe. When done outside of 
combat, a monk must wait 1:30sec before using meditate again. More HP are gained 
back when meditating outside of combat with monsters. In addition, when meditating
outside of combat with a monster, a monk will also gain MP back equal to half of 
the HP gained.
